Abstract

The efficient use of organizational resources in an optimum manner, achieving managerial (or administrative) effectiveness by ensuring productive or service efficiency are among the main challenges faced by both the private sector and public administration. On the other hand, thanks to information and communication technologies, the realm of freedom of expression and thought is expanding day by day in the modern world persons with increased knowledge become more willing to contribute to every social and organizational structure of which they are members. In addition, as a political phenomenon in principle the understanding of democracy is carried to the daily as well as working life of the individual and idealized in participatory forms. It can therefore be said that all sector managers who want to make the most efficient use of the human element occupying a dominant position in organizational resources should pay attention to strengthening organizational democracy. In this respect, if it succeeds it will be possible to ensure the real employees’ participation in management through making the necessary arrangements in the structure and functioning of the organization. Based on these considerations, the employees’ participation in management is conceptually analyzed and its scope is explained with a simplifying approach in the study. After all, organizational elements considered to directly affect success in employees’ participation in management practices have been studied respectively in the context of compliance with participation.
